Report of Marine Meteorological Observations
VOSs are encouraged to transmit real-time weather message and to send marine meteorological logbooks at their port call.
Weather message
Weather message is real-time transmission via INMARSAT-C service or e-mail communication.

Send your weather message using Special Access Code 41 ( For the transmission of meteorological observations, free of cost)

The Land Earth Stations (LES) of the Inmarsat C service in the United States have not been available.
Select the UK or France LES to report through the Inmarsat C service via the AMER (Americas Ocean Region) and AORE (Atlantic East Ocean Region) satellite.

Copy your weather message into the body of an email and send to
. Please note that senders are responsible for any costs involved in e-mailing.
Marine meteorological logbook
In addition to weather messages, please send filled-out marine meteorological logbooks at your port call.
- Submission by paper logbook
Completed logsheets should be forward to the Japan Meteorological Agency (JMA) using the stamped and addressed envelope (postage paid by addressee) within ten days after your ship returns to or call at a port in Japan.

- Submission by electronic logbook
If you use some software to help observers to code weather messages (TurboWin is highly recommended), a marine meteorological logbook file (IMMT.TXT, if you use TurboWin) is made automatically by the software when you make a weather message. Please send a floppy disk or CD saving the logbook file to JMA using the stamped and addressed envelope (postage paid by addressee).

Coding software TurboWin
To code weather message and marine meteorological logbooks requires certain experience and knowledge. To make this coding easier and alleviate the observers, we provide coding software TurboWin.
